Eateries get green light for full reopening

Restaurants, gyms and other facilities in Ontario, recently subjected to the vaccine certificate regime, have been given the green light to open at full capacity this past week.

The timing of the reopening  was part of a group of proposals that were being discussed and debated last week by cabinet.

The Ford government announced the next steps in its reopening plan last Friday and the  word was  “caution”.

Two months after pausing Step 3 in the province’s reopening and three weeks after allowing arenas, theatres and concert venues to return to full capacity, Premier Doug Ford and his team announced what the next steps will be.

Allowing a full reopening of restaurants and gyms  to full capacity will be seen as reckless by some but the requirement that everyone show proof that they are fully vaccinated is seen as a mitigating measure.

When the plan was released, the province lifted some but not all public health measures.

Officials in Ontario are quick to point to New Brunswick extending some of their current bans or the reimposition of public health measures in Alberta and elsewhere as proof they shouldn’t move too quickly.

A government source said “we watched and learned lessons from other provinces in Canada that moved to quickly to open up  and didn’t have  a plan in place to reapply measures if public health and health indicators stared to deteriorate”.

After a rough third wave and accusations that it reopened to early, the Ford government has taken an overly cautious approach, but it’s one it says is paying off.

Officials point to Ontario’s 19 COVID cases per 100,000 population over the past seven days – less than half of Quebec’s rate, a quarter of British Columbia’s, a fraction of Alberta ‘s and Saskatchewan’s to support their go slow approach.

Last Friday’s announcement did not only reveal when restrictions can and will be opened but it answered the questions, how and when.

“It’s a pathway to exiting Step 3. It will include when and where we introduce measures to keep COVID under control”, said a government official. “We aren’t going to lift measures and pretend this pandemic is over, it will contemplate when measures may need to be reapplied”.

Unlike the announcement three weeks ago that stadiums, arenas, concert venues and theatres could go to full capacity while restaurants and gyms remained restricted, Friday’s plan was comprehensive in nature.

The government got an earful from industry players and the public as well over a decision it never really seemed able to explain.

Last Friday’s plan was meant to give everyone a look at what is coming and under what conditions.

In the past, health officials have used case counts as a major detriment of how the province was handling COVID-19. But following a change implemented weeks ago, the new plan will look at vaccination rates, hospitalizations and ICU admissions.

The five target dates including the one just announced this past Monday for easing restrictions are as follows:

Oct. 25th –  The province lifted customer capacity limits and physical distancing requirements in restaurants, bars, gyms, casinos, bingo halls, bowling alleys, dance studios and indoor event spaces.

Nov. 15th – Ending of capacity limits in “higher risk” settings where proof of vaccination is required, such as night clubs, wedding receptions with dancing, strip clubs and bathhouses etc.

Jan. 17th – Providing there are no “concerning trends” following holiday gatherings and the return to classroom, capacity limits will be gradually lifted in other settings where proof of vaccination is not required. As well the requirement could begin lifting in restaurants, bars, casinos, bingo halls  and similar venues.

Feb. 7th – Proof of vaccination could be lifted in night clubs and strip clubs etc.

Mar. 28th – Any remaining measures will be gone providing COVID-19 trends are good – including an end to mask wearing indoors.

                      Proof of vaccination will be lifted from sporting events, theatres and cinemas, concerts and other venues.

It’s very clear that this plan is a way to instill some optimism!

While the league says the vaccination policy doesn’t apply to spectators, some facilities have already brought in their own spectator mandates as well as rules allowing only one spectator per family inside the arena.

Businesses and organizations all across  the province are eager to get back to normal and do whatever it takes to avoid another shut down and limit the disruptions that come with testing and isolation policies.

That said, leagues are more than just cold hearted bureaucracies churning out edicts. They’re community hubs for civil society. Should their default position be to cave to the lowest common denominator demands of the most skittish among us? Or should they be leaders in standing up for our youth and advocating for more balanced policies?

If the GTHL scrapped the vaccine rule, there might be a few busybody parents who would send indignant emails to the league, but they’d soon quit their whining and just enjoy the game.

When kids soccer leagues got underway, the written rules sent out to parents were laughably strict. They said only one family member can attend as a spectator, players should use hand sanitizer during breaks, and no high fives were allowed.

Nobody followed those rules and nobody enforced them. Families came out to cheer on their kids, who had a great season enjoying doing something the same way they did pre COVID.

Granted there’s a difference between an outdoor activity in the summer and an indoor activity in the fall and winter but let’s hope something similar happens when it comes to striking a balance with the more over the top hockey rules.

Take as an example this one, from the GTHL’s formal guidelines: Cheering or yelling by spectators is strongly discouraged.”
