VACCINE CERTIFICATES SEEN AS ESSENTIAL TO ECONOMY
In Israel, it’s called a “Green Pass” and this year it became the golden ticket for getting past the bouncer at the country’s hottest clubs, restaurants, sporting events and pretty much anything you’d associate with life pre-virus.
In Italy, there will also be a pass used in much the same way, its government announced this week. And in France, a “health passport” will starting in August, be used as a means for encouraging COVID-19 vaccinations and mandates for health care workers: No shots, no entrance to discretionary settings.
While it’s still unclear if the Ontario government will even consider implementing a similar “vaccine certificate” experts, academics and members of the province’s science based COVID-19 policy advisory group say this kind of measure is necessary – it is essential. That is, they say, if we want to go into a store, our workplaces, see a sporting event, get a haircut, make money – get back to normal.
As a country, we have to acknowledge the inevitability of these certificates if we want to keep the economy open. Longer term it is probably the only way we can keep the Delta variance under control without more restrictions and it is good measure to prepare now so we have these certificates in our back pocket when we need them.
For the first time since April 20th, cases in Ontario again showed signs of exponential growth. That means the vaccine rollout efforts to date have now been tapped out. The province needs to get creative if it hopes to get more people vaccinated and reach levels necessary to get the new variant in check without resorting to restrictions including lockdowns.
A certificate is the best way to narrow down who is safe to be high risk situations such as gyms, indoor dining and entertainment venues.
The science table’s 21 page brief says while the federal government has signaled it is working on a vaccination passport to be used for international travel, a certificate would be done at the provincial level. Parts of the U.S. have already implemented vaccine certificates. Other provinces including British Columbia, Nova Scotia and Quebec are weighing such measures.
Ministry of Health spokesperson, Alexandra Hilkene said the province will not mandate vaccinations and that currently, those vaccinated are issued a printed copy and/or a digital receipt that stands as proof of vaccination. She also said that the federal government must implement a single, national system, including proof of vaccination that is recognized by Health Canada and our international allies.
While certificates can be used in a variety of ways to control the spread of the virus, the brief says, they would also become yet another tool in the province’s arsenal to help sway the ‘as yet’ unvaccinated. It will take leadership from governments, a regulatory framework that provides guidance and standards for appropriate use as well as collaboration across provinces and territories.
David Soberman, a professor of marketing at the University of Toronto’s Rotman School of Management, said the government needs to start working on a certificate as soon as possible even though politicians and public health officials don’t yet know how it may be used in the future.
Soberman believes that, depending on how they are framed, certificates could be used as both a carrot and a stick.
If you need to get into a sporting event or continue your current employment, that would be more of a stick. If Starbucks decides to offer free coffees on Wednesday to everyone who shows a vaccination certificate, that would be a carrot.
Charles Pascal, OISE professor and former Ontario deputy minister of education, said that for more than 70 years, people have been required to be vaccinated against certain kinds of pathogens and this is simply a must for caring for others during or after the pandemic.
In addition, he said, people must be prepared to show proof that they’re vaccinated to access certain parts of society, such as a sporting event or a movie, and that he does not accept the argument that doing so violates individual rights.

Sure the Government has tried to help with their CECRA and CERB programs but like everything else in life, these programs have their flaws.
